Key Principles of the Reimagined System
The reimagined solution for benefits delivery will be based on the following principles enabling scalable services to the masses through a democratic system:
Decentralized System: A decentralized model is envisioned with multiple trusted entities such as government departments, schools, accredited agencies etc. who are authorized to issue certificates/records to beneficiaries.
Federated Governance: The system will be developed as a Digital Public Good based on collaborative and decentralised governance and built on/using open-source solutions.
Control of Data with Beneficiaries: Citizen to have complete control and ownership of their own personal data and acts as the single source of truth for their data.
Citizen-Centric Approach: The system aims to make it easier for citizens to access benefits. The focus is on designing services that prioritize user experience and address students' specific needs efficiently.
Privacy protection: Protection of beneficiary data along with compliance with all data protection standards will be of utmost importance.
Interoperability: Interoperability ensures that data can be shared seamlessly across different applications and private/government entities.
Scalability: Scalability allows the system to expand to nation-wide implementation across multiple regions and sectors.
A fundamental reimagining of the scholarship delivery system is required keeping these principles at its core.
