Solution Architecture
A. Program Management System / Scheme Manager1: A workflow management system hosted by Benefits Provider organization. This system enables benefit host to manage one or multiple benefit programs (Scholarships). Features include creating and administering benefits programs, eligibility manager, enrolment, disbursement management (supporting PFMS, Private Payment Gateways), monitoring and reporting modules.
B. Beneficiary Application: Client facing Front-end(s) for beneficiaries (Scholars / Caring Adults) to enable enriching of beneficiary’s Digilocker profiles through various registration modes including offline modes through INO/enrolling agency, self-registrations, consent based auto-populations of fields, bulk imports etc. It enables building pre-verified (authenticated) self-sovereign identities of applicants.
C. Open Scholarship Network (designed on ONEST or ONDC-like protocol) to connect Benefit providers and Beneficiaries. To enable discovery of various benefits, enable consent-based data sharing between Beneficiaries and Benefit providers.
D. Certificate Issuer/Attestation Module: A module or API for verification providers (such as e-district portal, School administrators, Municipal Depts., Trust Service Providers) to issue a digitally verifiable, and cryptographically secure into an applicant’s (beneficiary, scholar) digital wallet (Digi Locker). The applicant is then able to provide consent to another system to access verifiable credentials from their digital wallet for the purpose of eligibility verification/benefits transaction.
